RSS Which chip could be faulty?

Hi,

I just bought a faulty Mainboard for a Switch and try to getting it to work. I measure all capacitors around the Chip, but there are no shorts to ground. The P13USB has much flux around, so I assume this one was replaced. If I plug it in I just measure around 195 mA getting pulled from the charger. Any ideas?
