I was watching some videos on youtube for old shockwave releases of official Habbo and stumbled upon this. When making a room on Habbo the client gives the users the ability to not select a category for their room. The issue is that on the older shockwave clients that means the room stays unlisted from the navigator unless you know the room name to search or use the username. When I was watching this video I noticed this user was loading into his own room and this message is supposed to popup to notify the user that they need to select a room category. It looks like it's supposed to be annoying so to make a user want to select a category and stop the message from popping up.
