RSS SD Card got corrupted, wiped it and put boot.dat on it and now it won't boot

So I had an SD card that was exfat formatted and it got corrupted. I wiped the SD card on the computer and made it fat32 format. I put boot.dat and the license file on the sd card and I'm trying to boot with the dongle and the jig but it won't boot into anything. I do get a small flash on the switch screen for half a second, but it won't boot to the SX OS screen.

How can I fix this? I do have a NAND backup somewhere if needed
