RSS Nintendo switch lite won't power on or charge.

Nintendo switch lite won't power on or charge. Already replaced charger port. Still wouldn't charge, 5.13 - 5.15v. while my working switch lite pulls around 5.02v on the same cord. Tried to diagnose the board and here is what I found. Would anyone know what the issue is? I haven't replaced any of the chips that I removed, I just removed them, tested for short, and because short was still there, I put it back. thanks.
