RSS RCM Switch comes up as "Unknown USB Device" and isn't recognized by TegraRCM GUI

Hello everyone, when I get my switch into RCM mode through the tinfoil method windows makes a sound but it comes up as "Unknown USB device (Device Descriptor Request Failed)" in device manager. However, when I plug it in outside of RCM it comes up as "Nintendo Switch". I have another Homebrewed switch that works perfectly fine and can connect without problems. This new switch is confirmed unpatched and the cord is official Nintendo from the PokeBall Plus.
