Just like the title says. The joy-cons won't charge on the stock Nintendo charger /Dock, and the fan won't spin properly on the stock charger / dock. Everything works fine off the charger or on an aftermarket charger. The 5 volt rail to the fan drops to 3.6 volts when I plug in the Nintendo Charger. There is no Diode on this board.
